Salary

The anticipated salary hiring range is up to $94,572 per year, commensurate with qualifications and experience.

Compensation Notice

This position is offered under the CSU classification and salary structure in effect at the time of posting. Please note that the compensation system for this classification will transition to a step-based structure following implementation effective October 1, 2025.  Employees in this classification will move to the step system and Data Analytics Developer II classification after hire, in accordance with CSU guidelines. The CSU Classification Step Range for this position is $77,904 - $113,496 per year.

Position Information

The California State University, Office of the Chancellor, is seeking a Business Intelligence Dashboard Developer to design, develop, and maintain reporting and dashboard solutions that modernize legacy processes and advance data analytics capabilities. The position manages dashboard and report development, validation, and maintenance, as well as user and role-based reporting and auditing to ensure compliance and accuracy.

The incumbent works closely with the Data Analytics manager and developers, BIDO data engineers, database administrators, server administrators, application data stewards, and application end-users to reimagine and transition legacy reporting processes into cloud-based solutions, including the creation of advanced datasets and dashboards using Athena, Snowflake, and QuickSight. The incumbent applies strong knowledge of data manipulation, integration, and transformation to improve reporting workflows and optimize data usability.

In addition, the position supports metadata management in the CSU Data Lake by organizing, integrating, and maintaining metadata to enhance accessibility, consistency, and compliance with governance policies. The developer collaborates with stakeholders to understand reporting needs, develops customized solutions, and contributes to project planning and tracking, establishing standards and practices that ensure high-quality, scalable analytics solutions.

This is a highly collaborative role that requires balancing independent development with close coordination among developers, managers, and service stakeholders.

This position is approved for telecommuting (two days telecommuting, three days in office (in-person)) with onsite work at the main headquarters located in Long Beach, California.

Responsibilities

Under the general direction of the Manager of Data Analytics, the Business Intelligence Dashboard Developer will perform duties as outlined below:

The Business Intelligence Dashboard Developer applies advanced knowledge of enterprise resource planning systems (esp. PeopleSoft), database productivity tools, data modeling concepts, structured and semi-structured data design, data integration, programming within security frameworks, distributed processing, and modern data lake/lakehouse workflows. The incumbent independently designs, develops, and maintains reporting and dashboard solutions while ensuring data quality, governance, and scalability across CSU systems.

Specific duties include:

Maintaining, updating, and evolving legacy applications and reporting through:

-Complex BI development duties (combination of QuickSight, Athena, database, and user-provided sources).

-Advanced backend dataset development and deployment using Athena CTEs and Databricks to Snowflake workflows.

-Active participation in agile software development and continuously improving development practices.

-Designing, documenting, developing, validating, and maintaining dashboards and reports using modern, cloud based BI Platforms (esp. Amazon QuickSight, Athena, Databricks and Snowflake).

-Performing advanced quality assurance and validation of applications, dashboards, and reports to ensure accuracy, performance, and compliance.

-Building, organizing, and maintaining report libraries and catalogs using version control systems (e.g. GIT).

Consulting with business owners, end-users, and business process specialists to gather, analyze, and document business requirements, users’ needs, objectives, and desired features, including:

-Independent project planning, stakeholder engagement, and product demonstrations/launches with CMS and Systemwide Reporting teams.

-Creating standard documentation and metadata for business owners, end users, and IT staff to ensure consistency and usability.

-Anticipating, identifying, and refining emerging business requirements into technical specifications and communicating recommendations to managers and project teams.

-Responding to user support incidents and conducting appropriate research and communication to resolve issues, supporting the resolution of the technical problems with project management, clients, vendors, and other contractors.

-Leading and co-delivering training sessions to developers and end-users on reporting tools, dashboards, and metadata practices.

User account auditing and maintenance by:

-Assisting with rolling user audits of the CSU data lake.

-Assisting with rolling reporting of user audits to campus stakeholders and systemwide security leads.

Metadata management in the CSU Data Lake:

-Leading collaboration with application owners and data stewards to design, implement, and enforce CSU Data Lake metadata standards.

-Developing and overseeing processes for organizing, maintaining, auditing, and enhancing metadata and metadata reporting to ensure data quality, discoverability, and governance compliance.

-Applying metadata management tools to improve accessibility, usability, and consistency across CSU Data Lake assets.

Other duties as assigned, including:

-Attending and participating in team meetings and projects as assigned, and facilitating and leading meetings as needed.

-Mentoring other team members on how to create user-intuitive, well-thought-out, attractive reporting solutions using the latest tools.

-Providing guidance and assistance to team members in a collaborative, process-improvement-oriented environment.

Qualifications

This position requires:

-A bachelor’s degree in computer science, business, or equivalent training and applied experience required.

-At least two years of progressively responsible experience in business intelligence, data analytics development, or related fields, preferably in a higher education or multi-institution environment.

-Demonstrated experience in automating, scripting, and consolidating data ingestion and data processing tasks across multiple platforms.

-Ability to work independently on most assignments, applying sound judgement to complex BI and data analytics projects.

-Strong scripting skills to design, develop, and maintain scalable analytics solutions.

-Proficiency with cloud-based BI technologies (esp. Amazon QuickSight and Athena) for advanced dashboard and reporting development.

-Working knowledge of enterprise data systems (e.g., PeopleSoft) and ability to translate business requirements into technical solutions.

-Experience with data pipelines, automation, and ServiceNow process flows to optimize user management and reporting.

-Strong communication and interpersonal skills, including ability to engage with stakeholders, present complex technical concepts, and mentor peers.

-Knowledge of version control practices (e.g., GIT) to support collaborative BI development.

-Familiarity with Linux shell programming and scripting for process automation.

Preferred Qualifications

-Experience in higher education or multi-campus environments, preferably within the California State University system.

-Knowledge of data governance and compliance standards, including user auditing and security protocols.

-Experience with project planning and cross-functional collaboration to deliver systemwide solutions.
