PURPOSE:

Under the general supervision of the Associate Director of Enterprise Application Services (EAS), the Security Business Analyst provides application security, system maintenance, business process analysis, and project management support for the OASIS Student Information System (Oracle/PeopleSoft Campus Solutions 9.2).  Working closely with End-Users,  Analysts, and IT Programmers, the Security Business Analyst will focus on maximizing the use of systems and applications.

The Security Business Analyst will be expected to independently and efficiently support the entire IT project systems development life cycle and apply industry standard methods (i.e. International Institute of Business Analysts (IIBA)) or Project Management Institute (PMI)) to ensure successful delivery of new/modified applications that follow industry standard frameworks for Systems Development Life Cycle (SDLC) from initiation, planning, analysis, design, development, test and implementation to maintaining systems/applications and supporting continuous improvement and data integrity efforts.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

  1. Application Security:  As assigned, provides security administration for systems and applications such as OASIS (Oracle/PeopleSoft Campus Solutions 9.2), OnBase Document Management, Campus Reporting (OAS), Data Warehouse, and Customer Relationship Management systems.  This includes configuration, setup, and maintenance of security.  Fields and responds to new user security requests and role change requests.  Troubleshoots security/access related issues.  Updates and maintains user profiles, roles, permission lists within various systems. Applies security updates for new projects and upgrades. Conducts quarterly and monthly security audits of various student systems and applications. Creates queries and reports for security auditing, testing, and planning.  Assists in standardizing security access across various systems for CSUMB employees.
  2. Business Process Analysis: Consults with end-users to understand business processes (business process mapping), identify gaps, define business problems, analyze data, and collaborate on possible solutions.  Gathers end-user requirements and clarifies expected outcomes to resolve business problems.  Conducts research, evaluates industry examples and models, consults with senior analysts and IT programmers as needed, prepares preliminary project proposals and reviews proposals with end-users for buy-in and support.  Participates in projects and completes tasks as assigned.  Assists in evaluating security requirements for new custom modules or systems.  Establishes security procedures and creates/maintains documentation.
  3. Maintain Knowledge Management Sources and Report Inventories:  Assist the change management process by working with functional units to create, update and maintain knowledge management sources such as job aids, business process guides, specifications, websites, instructional materials, meeting notes, etc. Will support tactics to communicate technology changes and general updates to impacted stakeholders through various mediums.   Will provide process mapping support for knowledge management sources and assure documentation standards are consistent.  Will index and audit knowledge sources to assure accurate and current. Also, will maintain report inventories, queries, and electronic files.
  4. Application Maintenance Support: As assigned, provides first level application support for student information systems and applications such as OASIS (Oracle/PeopleSoft Campus Solutions 9.2), OnBase Document Management, Campus Reporting (OAS), Customer Relationship Management systems, and additional systems as assigned. Performs technical analysis, configuration, integration, implementation and maintenance of applications. Supports upgrades and patches with a review and understanding of vendor release notes, the development and use of test plans and the coordination of end-user testing.  Develops required business process, system or technical documentation to maintain systems. Acts as first point of contact for production troubleshooting issues and provides liaison support between end-users and IT. Disseminates system information and provides system training to end-users. Creates operational queries and reports to sustain production activities.
  5. Other Duties:  Performs other duties as assigned including but not limited to the following:  A) Reporting:  Serves as IT’s first support tier for ad-hoc report requests using PeopleSoft Query Manager and the OAS reporting tool, B) EAS Website:  Updates the EAS department website as needed, C) Administers Student Training:  Includes Title IX and Alcohol EDU training on a term by term basis.  D) Data validation:  Performs data validation as needed in support of projects, troubleshooting, etc.

Other Functions:

  1. As assigned, attends technical work group meetings and assigned committees.
  2. Assists Enterprise Applications with Data Integrity related to Campus Community data
  3. Performs other job-related duties and special projects as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:  Enrollment Services applications and strategic enrollment reporting requirements; business and operational analysis; information technology systems and/or applications including campus-systems, access procedures, networks and/or databases; data administration principles and techniques; training theory and practices.

Skills: proficiency in standard software packages; demonstrated interpersonal and communications skills.

Ability to: Apply consultative skills to assess user needs and provide appropriate support; analyze data requirements and research data availability and access methods; coordinate and implement data exchanges and conversions; develop and delivery technical training and user documentation; work with users to interpret needs and provide appropriate solutions. Ability to do analytical work; present data and findings to a variety of stakeholders; and have the technical skills necessary to collaborate with Enrollment department members, technology staff, and senior management to identify data needs and trends for decision-making as it pertains to enrollment and student success.

MINIMUM QUALIFICATIONS:

Bachelor's degree in computer science, information systems, educational technology or related fields, or similar certified coursework in applicable fields of study.  Working knowledge of common software application packages, database systems and sources and training methods.

SPECIALIZED SKILLS REQUIRED:

Three (3) years of technical or administrative experience in Student Information Systems and relational databases.  Demonstrated experience in working with complex files, data structures, tables, data joins, quantitative research methodology and data analysis, including logic regression.  Business analysis, application development, and training administration skills.  Experience in:  creating reports and applied use of various statistical tools using Oracle/PeopleSoft Query, Hyperion/EPM, SQR, SQL,SPSS, SAS,R, Tableau, Access, Excel and dashboards using Oracle Business Intelligence tools; preparing system documentation; project management tools and techniques to independently plan and organize work plans; independently investigate, analyze, and resolve problems; train and advise others about business applications using solid customer service skills; make presentations; clearly communicate points and recommendations; work collaboratively in a team-oriented environment.  Excellent oral and written communication skills, with the ability to communicate system/technical concepts and ideas to non-system/technical individuals.  Advanced proficiency in MS Office products, query and reporting tools.  Experience in working in a data warehouse environment, gathering requirements and providing a design specification for an OBIEE solution or dashboard.  Experience creating dashboards in OBIEE, preferably with Oracle Student Data. 

PREFERRED QUALIFICATIONS:

Technical fluency with Banner, Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Salesforce, Microsoft Office Professional Suite, and Google mail and calendaring programs.

PHYSICAL ENVIRONMENT:

Office environment with standard equipment and tasks. The position requires working at a computer and desk for extended periods of time.  May require travel between campus offices and off-campus locations.
